commencing salary of $800 per mensem was proposed

in view of the fact that Education Officers

appointed to Hong Kong are required to have a

minimum of three years' teaching experience in

addition to standard academic qualifications

(vide No. 4 on 21127/2/A/7/47). Adoption of

the formula proposed by the Secretary of State

for granting increments for experience to

teachers would not only achieve the same result

but it would provide for the case of the teacher

with less or more than three years' teaching

experience. In these circumstances a minimum

of $720 is considered suitable.

(3) Airport Officers and Air Traffic Control

Officers: Grades I and II.

The scales proposed for these grades should,

if possible, be adjusted to avoid overlapping.

(4) Labour Commissioner

As the officer is Head of a Department it

would be preferable and in accordance with normal

Colonial Service practice that a fixed salary should

be attached to the post rather than a scale. It is

considered, therefore, that the salary should be

$2,400 per mensem as against $2200/$2400 recommended

by the Commission (£2100 per annum for expatriate

officers as against £1950/50/£2100).

(5) Prisons Officers

The scale recommended by the Commission

for Superintendents and Assistant Superintendents

of Prisons has a higher minimum and a higher

maximum than the corresponding scale for police

officers. The higher minimum may well be justified on

the grounds that the Assistant Superintendent of

Prisons is normally much older than the Assistant

Superintendent of Police on appointment to that
